$.loadJSLib() Does Nothing when Used in a Form

Description

[mura]$.loadJSLib()mura does not load jQuery when used in the body of a form. The aliased mura scope IS available, I verified by using [mura]$.currentURL()mura. When I moved the loadJSLib() to the parent page the form is displayed on jQuery is loaded. This is a problem because it means that the form cannot be completely standalone if it has jQuery dependencies.

Tested using build 2609
